The Trump administration rolled back one of the most comprehensive Obama-era regulations with the hope of reviving the flailing coal industry. It erased regulations that required each state to meet certain carbon emission targets, and eased the environmental requires on waste from coal and fossil power plants. The regulations were first instituted in response to a 2008 disaster in which over a billion gallons of waste from a coal ash pond flooded a Tennessee town, and another 2014 spill in North Carolina had millions of gallons pour into a river.

Trump, who has called climate change a “Chinese hoax,” has also overseen the rollback of protections for endangered species and regulations for offshore rigs.

The Endangered Species Act has had broad partisan support since being instituted in 1973. It has been credited with saving the bald eagle and grizzly bears, and continues to protect some 1600 species. The UN has determined that some 1 million plant and animal species are endangered.

The Trump administration’s changes to the Endangered Species Act include allowing consideration for economic factors, will no longer offer the same protections to “threatened” species as it does “endangered,” and removes any uniform interpretation of what risks species face in the foreseeable future.

His administration has rolled back several other regulations, including for offshore rigs and coal pollution.

Obama tightened offshore drilling regulations after a the 2010 Deepwater Horizons oil spill in the Gulf of Mexico, which resulted in 11 dead and 200 million gallons of oil being released.

Since taking office, Trump steadily undid various regulations on offshore drilling. The changes included relaxed testing requirements on equipment, decreased frequency of visits by inspectors, and eased safety requirements during active production of oil or gas.

With 197 signatory nations, of which only 10 have yet to ratify, the Paris Agreement sought to bring the world together in limiting greenhouse emissions. Trump decided to withdraw from the agreement because he believed that the stipulations were unfair to US businesses and taxpayers.

While Trump announced his decision during his first year in office, the process for withdrawal must begin three years after the agreement was adopted, and requires an additional year after notice is given to be official. That places the final official withdrawal date at November 4, 2020.

Trump has long been skeptical of the international consensus on climate change. He has referred to climate change as a “Chinese hoax” and claimed that windmills cause cancer, while rolling back regulations. His administration has rolled back several regulations, including for endangered species, offshore rigs, and coal pollution. Nevertheless, the Department of Defense has asserted that climate change remains a national security issue.

Trump’s administration stalled relief funding to the island after Hurricane Maria devastated the island in 2017. Though Trump asserted that the figure was inflated by Democrats to make him look bad, 2,975 died in the disaster, while 2,977 died across the attacks on 9/11 and 2,403 in Pearl Harbor. The Department of Housing and Urban Development missed a congressionally mandated deadline to begin the process for approving and distributing aid. While HUD acknowledged they had no standing to do so, they said that it was due to concern over “Puerto Rico’s capacity to manage these funds.” He has also invented inflated the figures for funding provided to justify denying funding.

When he finally signed a delayed disaster relief bill, he commented, “Puerto Rico should love President Trump. Without me, they would have been shut out!” Nevertheless, Puerto Rico only received a third of the money Congress had allocated.

Trump made headlines when he was photographed throwing paper towels to hurricane victims. He has also asserted that he’s the best thing that ever happened to the island.

As a US commonwealth, Puerto Ricans have full US citizenship.

Trump’s promise included “lower numbers, much lower deductibles,” and that “We’re going to have insurance for everybody,” but he never elaborated on the plan. Less than two months later, Trump said, “nobody knew that healthcare could be so complicated.”

Ultimately, Republicans tried to push through a “skinny repeal” of Obamacare without any alternative. The repeal failed due to the final vote cast by John McCain, for which he was heavily criticized by Trump.

Trump railed against Senator John McCain for being the deciding vote against the repeal of the Affordable Care Act, also known as Obamacare. Even after McCain’s death, Trump called his behavior “disgraceful,” among other remarks:

Since the Affordable Care Act was instituted, also known as Obamacare, insurance companies have been prohibited from refusing coverage on the basis of pre-existing conditions. Trump has railed against Obamacare since his campaign, and has tried to weaken its provisions since taking office. He repeatedly attacked John McCain for being the deciding vote in preventing the repeal of the ACA. Despite this, Trump tried to claim via tweet that he was the person who saved the pre-existing conditions provision, and promised to protect it.

Trump’s confusion regarding healthcare is not a new phenomenon, as he had previously remarked how “nobody knew that healthcare could be so complicated.”

Trump left many confused when he discussed how Finland prevented widespread forest fires, and how the United States should emulate them. He recalled a conversation with the leader of Finland, saying, “They spend a lot of time on raking and cleaning and doing things.” He explained, “We’ve got to take care of the floors, you know the floors of the forest, very important. You look at other countries where they do it differently and it’s a whole different story.

The Finnish President said that “raking” never came up in their conversation. Trump was likely referring to methods of clearing brush, which are in fact key methods of preventing and minimizing fires, and are employed in California and elsewhere.

Trump made the remarks while visiting Paradise, California, a town that had been devastated by forest fires. He later threatened to withhold funding to California for managing fires and disaster relief.

After a senior Iranian official was killed by drone strike, Congressional members balked at how the White House had failed to brief them on the attack. Trump said via tweet that no notice is required (in direct contradiction with the 1973 War Powers Act), but that his Twitter posts would serve as notice to Congress.

He has similarly failed to brief Congress for strikes, including when he told Russia and Turkey of an impending attack on an ISIS leader before anyone in Congress.
